This system was designed to help industrial plants to reduce peak power usage by (a) measuring power consumption at the meter and (b) cycling various loads on and off to reduce the peak demand, as that was what the energy supplier (FP&L, "Florida Power and Light", or as well all knew them, "Florida Plunder and Loot) were using to set the electrical billing level for the operation.
